programs.The responsibilities of the Senior Director of Construction, include, but are not limited to:Responsibilities:Enterprise Capital Planning, Construction Leadership, and Owner’s RepresentationProvide organization-wide leadership and oversight for construction, renovation, infrastructure, and capital improvement projects across LAJH campuses and project sites.Serve as LAJH’s senior owner’s representative and primary escalation point for project scope, budget, schedule, quality, safety, compliance, operational impact, and delivery risk.Partner with executive leadership to support long-range capital planning, project prioritization, budgeting, phasing, and resource allocation.Support development of multi-year capital project plans, deferred maintenance priorities, infrastructure assessments, and campus modernization strategies.Maintain visibility across all major construction and facilities-related initiatives to identify dependencies, risks, timing concerns, operational disruptions, and budget impacts.Participate in full project evaluation and development processes, including feasibility, cost, schedule, constructability, operational readiness, regulatory readiness, and risk considerations.Make recommendations to leadership regarding cost, scheduling, phasing, project delivery strategy, disruption mitigation, construction issues, and enterprise-level capital priorities.Facilities Engineering and Cross-Functional CoordinationCoordinate closely with Facilities Engineering leadership through a dotted-line relationship to align construction projects, facilities operations, infrastructure needs, maintenance priorities, and operational readiness.Serve as a senior liaison between executive leadership, Facilities Engineering, Operations, Finance, Compliance, clinical leaders, IT, Security, external partners, architects, engineers, contractors, consultants, vendors, and regulatory agencies.Manage and coordinate assigned project team members and support resources, including project coordinators, cost control resources, technical advisory staff, planner/designers, interiors staff, signage/wayfinding resources, maintenance staff, and other internal or external partners.Work with users, departments, and operational partners to budget time, gather input, secure operational feedback, and confirm project requirements.Build effective relationships with cross-functional teams and maintain strong customer relationships with internal partners and client groups.Coordinate effectively with co-venture partners, healthcare systems, community-based healthcare centers, and other high-profile external organizations to align project scope, timelines, regulatory expectations, operational needs, and partner commitments.Construction Management and Site OversightOversee construction activities at LAJH’s main campus and/or off-site project locations from inception through project close-out.Direct and manage outsourced construction management firms, architectural and engineering firms, general contractors, vendors, inspectors, and assigned project team members.Schedule and coordinate vendors, contractors, inspections, site access, owner activities, operational interfaces, and construction logistics.Monitor construction progress through regular site walks, meetings, reports, dashboards, and internal project management software.Review the general condition of project locations as it relates to current and future projects.Serve as part of both the design team and construction team to improve project delivery, customer service, and operational alignment.Support PACE and healthcare site development from initial planning through construction completion, regulatory readiness, licensing/survey preparation, operational turnover, and opening.Healthcare Regulatory, PACE Readiness, Safety, and Compliance OversightSupport compliance with applicable healthcare construction and licensing requirements, including HCAI where applicable, California Title 24, ADA accessibility standards, OSHA requirements, CMS Conditions of Participation, Joint Commission requirements, DHCS and PACE-related readiness expectations, and federal, state, and local regulations.Coordinate plan review, permitting, inspections, documentation, survey readiness, licensing readiness, occupancy readiness, and other activities required for approvals and opening.Support PACE center development and regulatory readiness, including coordination of site readiness, operational turnover, documentation, inspection preparation, and alignment with applicable CMS, DHCS, and organizational requirements.Support infection control risk assessment processes, interim life safety measures, phased construction plans, decanting plans, access control, noise mitigation, and other protections necessary in active healthcare environments.Support alignment with grant-funded or state-funded project requirements, including milestone tracking, eligible cost documentation, reporting, audit readiness, and draw/supporting documentation when applicable.Ensure project decisions support patient, resident, and participant safety; staff workflow; accessibility; patient flow; behavioral health safety considerations; and operational efficiency.Budget, Expenditure, and Financial Performance ManagementPrepare, review, monitor, and manage project budgets, including hard costs, soft costs, permits, consultants, equipment, FF&E, contingencies, and related expenses.Monitor all project expenditures and financial performance, including forecasts, variance reports, commitments, allowances, contingency use, and budget-to-actual performance.Review and evaluate contractor proposals, change orders, pay applications, lien waivers, invoices, and supporting documentation.Identify financial, operational, regulatory, and schedule risks early and recommend practical mitigation strategies.Provide executive-level reporting on project status, budget, schedule, risk, regulatory milestones, and operational readiness.Schedule, Reporting, and Delivery ExecutionDevelop and maintain integrated project schedules across assigned and organization-wide capital projects.Track milestones including design completion, plan submission, regulatory review, permitting, procurement, construction, inspection, commissioning, licensing, occupancy, close-out, and opening.Provide regular progress reports through meetings, reporting structures, dashboards, and internal project management tools.Hold external partners accountable for timelines, deliverables, commitments, and quality expectations.Initiate and participate in productivity and quality improvements, including benchmarking with other facilities and monitoring progress against improvement goals.Procurement, Contract, and Vendor CoordinationSupport procurement processes for contractors, consultants, specialty vendors, equipment, and project-related services.Assist with bid review, vendor selection, scope clarification, contract negotiation, and performance expectations.Coordinate specialized vendors for healthcare equipment, clinical-grade finishes, technology, security, life safety, signage/wayfinding, furniture, and operational systems as needed.Support contract administration and coordination with legal, finance, compliance, and operational leaders when needed.Clinical and Operational IntegrationPartner with clinical, operational, facilities, IT, security, compliance, finance, and administrative leaders to ensure project design and execution support LAJH’s care delivery needs.Translate operational needs into clear project requirements and ensure those requirements are reflected in design and construction execution.Support transition from construction completion to operational readiness, including activation planning, staff workflow, site readiness, regulatory readiness, and successful opening.Ensure physical space supports the needs of patients, residents, PACE participants, families, staff, and external partners in active healthcare and senior care environments.Quality Assurance and Project Close-OutMonitor construction quality and adherence to design intent, healthcare standards, regulatory requirements, and owner expectations.Lead punch-list development, tracking, completion, commissioning coordination, and final project close-out.Maintain organized project data, as-built information, close-out documents, warranties, approvals, and records required for regulatory, operational, financial, and audit purposes.Ensure projects are transitioned appropriately from construction completion to operational use, including readiness for occupancy, licensing, survey, and opening where applicable.Required Qualifications:Ten (10) or more years of progressive experience in construction, capital projects, facilities planning, owner’s representation, or project leadership, with significant experience in healthcare, senior care, hospital, behavioral health, PACE, housing, or multi-site service environments.Demonstrated experience providing enterprise-level oversight of multiple construction, renovation, infrastructure, or capital improvement projects across a complex organization.Proven ability to manage all phases of healthcare facility construction, including planning, design, permitting, construction, close-out, regulatory readiness, operational turnover, and opening.Experience supporting capital planning, project prioritization, budget development, facilities coordination, and executive-level reporting.Strong understanding of California building codes, healthcare construction requirements, ADA accessibility standards, local permitting processes, regulatory coordination, and active healthcare construction environments.Experience managing budgets, schedules, change orders, pay applications, contractor coordination, vendor coordination, project reporting, and project documentation.Ability to work collaboratively with Facilities Engineering leadership, including a dotted-line or matrixed relationship, to align construction activity with broader facilities operations and infrastructure needs.Ability to read and interpret construction drawings, specifications, schedules, budgets, contracts, and technical documents.Proficiency with project management and construction tools such as Procore, Bluebeam, Microsoft Project, Smartsheet, Excel, or comparable platforms.Valid California driver’s license and reliable transportation required.Must be able to meet healthcare facility requirements, including background clearance.Preferred Qualifications:Bachelor’s degree in Construction Management, Architecture, Engineering, Facilities Management, Business Administration, Healthcare Administration, or a related field preferred.Experience serving in a senior construction, capital projects, facilities planning, or owner’s representative leadership role within a healthcare system, senior care organization, hospital, PACE organization, or multi-site nonprofit provider.Experience with HCAI-regulated projects.Experience supporting the development and opening of PACE sites, healthcare centers, or similar healthcare service locations, including planning, construction coordination, regulatory readiness, operational transition, and successful opening.Experience managing or coordinating large-scale capital projects involving executive leadership, board-level reporting, regulatory agencies, co-venture partners, and external healthcare organizations.Experience with behavioral health, psychiatric, skilled nursing, assisted living, PACE, rehabilitation, hospital, outpatient healthcare, housing, or senior care projects.Experience with grant-funded or state-funded capital projects, including documentation, milestone tracking, eligible cost support, and reporting.Familiarity with infection control risk assessments, interim life safety measures, Joint Commission/CMS readiness, DHCS/PACE readiness, and healthcare occupancy requirements.Project Management Professional (PMP), Certified Construction Manager (CCM), LEED, or
